In almost every case, the answer is: no. Music that you hear on the radio (and other sources) needs to be individually licensed by the license holder (or their agents) in order to be used in a commercial. Penalties and fines can be extremely stiff if you are caught doing so. Licensing music for use in commercials is also cost-prohitive for almost all but the largest advertisers.
